Second Russian region declares state of emergency after Ukrainian attack.

A state of emergency has been declared in the Belgorod region, located on the Russian border, following attacks by Ukrainian forces.
Belgorod Governor Vyacheslav Gladkov described the situation as "extremely difficult" due to the daily shelling in the region.
"Houses have been destroyed, civilians have died and been injured," he said.
